Tactical Police Officer – Gang Crime Enforcement Unit
Widely regarded as one of the top tactical units in the country, his work focused on proactive, intelligence-driven enforcement targeting gang activity, including drug and weapons violations in high-crime areas. This included participation in high-profile search warrant executions, including operations at the El Rukn fort and other large-scale gang joint operations with the FBI, DEA, and ATF. Such firsthand understanding of criminal networks and threat evolution— provides experience directly applicable to corporate threat assessment and incident planning.
Cook County Department of Homeland Security & Emergency Management
Dr. Pastor conducted comprehensive security camera assessments under the Urban Area Security Initiative (UASI)—a federal program supporting high-risk urban centers. His work evaluated homeland security threats, legal exposure, and vulnerability mitigation at the Richard J. Daley Center, one of Chicago’s most critical facilities.
Indiana Intelligence Fusion Center
Dr. Pastor developed and delivered a three-day terrorism and intelligence training program for law enforcement officers serving as liaisons to the Indiana Intelligence Fusion Center. Fusion centers—operated in partnership with the U.S. Department of Homeland Security—play a critical role in intelligence collection, analysis, and dissemination across the nation.
